INDEKS KERAWANAN PEMILU (ELECTION VULNERABILITY INDEX) PADA PEMILIHAN PRESIDEN DAN WAKIL PRESIDEN DI KABUPATEN SERDANG BERDAGAI TAHUN 2019

Abstract

General Elections for President and Vice President which are held every 5 years, vulnerabilities and violations during the General Elections are often cases that require attention for organizers and lessons for election participants, so that there are no continuous violations in the future. The 2019 General Election became an interesting democratic party for all elements to observe, including Serdang Bedagai Regency which is an area near the sea coast with multi-religious and cultural diversity in it, where this area has a population of 616,396 people divided into 17 sub-districts. In the 2019 election, there were violations at the time of voting and vote counting at the polling station level. In addition, there are several volunteers who use state facilities as a campaign site. This is a phenomenon or behavior that must be corrected, how is the Vulnerability Index in the General Election in 2019 there are still many violations occurring at each stage of the 2019 General Election process in Serdang Bedagai Regency. The questions in this study are: What are the factors that cause general election vulnerability in Serdang Bedagai Regency in 2019?, What is the impact of general election vulnerability in Serdang Bedagai Regency in 2019? This study collects data using a descriptive qualitative approach to explore the experiences and opinions of informants about all vulnerabilities in the presidential and vice presidential elections in Serdang Bedagai Regency in 2019. Research findings on the occurrence of vulnerabilities in the Presidential and Vice Presidential Elections in Serdang Regency Bedagai, among which there is a re-voting at TPS 18 Bangkat Village and TPS 01 Sukasari Village, Pegajahan District, Serdang Bedagai Regency, it was found that there were voters who were not registered in the DPT, DPTb and were not included in the DPK and many more. The factors causing the occurrence of general election vulnerability in Serdang Bedagai Regency in 2019 are the organizers of the General Election and participants and the public who do not understand the regulations in each 2019 General Election process. The impact of the occurrence of general election vulnerability in Serdang Bedagai Regency in 2019 is that the General Election process has not take place with integrity, accountability and quality.
