Focus and Scope

Jurnal Ilmu Perpustakaan dan Informasi (JIPI) contains articles written from research and study reports on Information and Library Science. Jurnal Ilmu Perpustakaan dan Informasi is published twice annually (May and Nopember) by the journal editors from the Library Science Study Program Faculty of Social Science, Universitas Islam Negeri Sumatera Utara Medan (UIN-SU)

This journal is focused on the study of library and information sciences. The coverage include both review articles as well as research articles in those fields. Subjects coverd in this journal include:

  • Library management. The control and supervision of a library or library system, including planning, budgeting, policymaking, personnel management, public relations, and program assessment, with responsibility for results.
  • Information Services. Generally information services can be divided into two categories: library public user services and library technical user services. Library public user services refer to circulation, bibliographic instructions, distance learning, government documentation, reference and special collection. Library information user services focuses on procedures and operations of maintaining, developing and supporting library collection and services behind the scene such as acquisition, cataloguing, classification, inter library loan, document delivery and serial systems.
  • Media and Information literacy. Constitutes a composite set of knowledge, skills, attitudes, competencies and practices that allow effectively access, analyze, critically evaluate, interpret, use, create and disseminate information and media products with the use of existing means and tools on a creative, legal and ethical basis
  • Knowledge Management. Process of creating (generating, capturing), storing (preserving, organizing, integrating), sharing (communicating), applying (implementing), and reusing (transforming) organisational knowledge to enable an organisation 5 to achieve its goals and objectives. 
  • Organization of Information. Information organization establishes the conceptual framework for organizing and retrieving information, including the study of systems and their purposes and structures, formats, standards, and vocabularies.
  • Infometrics. The use of mathematical and statistical methods in research related to libraries, documentation, and information.
  • Digital Library and Repositories. A library in which a significant proportion of the resources are available in machine-readable format, accessible by means of computers. The physical space (building, room, area) reserved for the permanent or intermediate storage of archival materials. To preserve and protect archival collections, modern repositories are equipped to meet current standards of environmental control and security.
  • ICT in Library. Information and communication technologies (ICT) facilitate the process of identification, collection, storing, processing and disseminating of information in libraries/information centers/information institute.

Peer Review Process

The submitted manuscript is first reviewed by an editor. It will be evaluated in the office, whether it is suitable for JIPI: Jurnal Ilmu Perpustakaan dan Informasi focus and scope or has a major methodological flaw and similiarity score by using Turnitin. The manuscript will be sent to at least two anonymous reviewers (Double Blind Review). Reviewers' comments are then sent to the corresponding author for necessary actions and responses.

The suggested decision will be evaluated in an editorial board meeting. Afterwards, the editor will send the final decision to the corresponding author. Utilizing feedback from the peer review process, the Editor will make a final publication decision. The review process will take approximately 4 to 8 weeks. Decisions categories include:

  • Reject - Rejected manuscripts will not be published and authors will not have the opportunity to resubmit a revised version of the manuscript to JIPI: Jurnal Ilmu Perpustakaan dan Informasi.
  • Resubmit for Review– The submission needs to be re-worked, but with significant changes, may be accepted. However, It will require a second round of review.
  • Accept wtih Revisions - Manuscripts receiving an accept-pending-revisions decision will be published in JIPI: Jurnal Ilmu Perpustakaan dan Informasi under the condition that minor/major modifications are made. Revisions will be reviewed by an editor to ensure necessary updates are made prior to publication.
  • Accept - Accepted manuscripts will be published in the current form with no further modifications required.

JIPI Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

JIPI provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge, meaning:

 

  • everyone has free and unlimited access to the full-text of articles published in this journal; manuscripts are freely available without subscription or price barriers
  • papers are immediately released in open access format (no long waiting periods),

 

Advantages of Open Access for Authors

  • High Visibility and High Availability - free and unlimited accessibility of the publication over the internet without any restrictions.
  • Open Access publications are more frequently cited due to their high publicity and availability.
  • Publications are also more easily searchable in search engines and indexing databases.
  • Less Costly -  the cost of editorial processing and editing fee of each accepted paper is charged to authors' institutes or research funding agency. 
  • Rapid Publication - accepted papers are immediately published online.

 

Publication Ethics

This following statement clarifies the ethical behavior of all parties involved in the act of publishing an article in this journal, including the author, the editor, the reviewer, and the publisher (Universitas Islam Negeri Sumatera Utara).

Our ethic statements are based on COPE’s Best Practice Guidelines for Journal Editors.

Publication decisions
The editor is responsible for deciding which of the articles submitted to the journal should be published.
The editor may be guided by the policies of the journal's editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism. The editor may confer with other editors or reviewers in making this decision.

Fair play
An editor at any time evaluates manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.

Confidentiality
The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.

Disclosure and conflicts of interest
Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author.

Duties of Reviewers

Contribution to Editorial Decisions
Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper.

Promptness
Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.

Confidentiality
Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.

Standards of Objectivity
Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.

Acknowledgment of Sources
Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

Disclosure and Conflict of Interest
Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Duties of Authors

Reporting standards
Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

Originality and Plagiarism
The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.

Multiple, Redundant or Concurrent Publication
An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.

Acknowledgment of Sources
Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.

Authorship of the Paper
Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.

The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.

Disclosure and Conflicts of Interest
All authors should disclose in their manuscript any financial or another substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

Fundamental errors in published works
When an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

 

Plagiarism Policy

PLAGIARISM POLICY

All of the articles submitted to JIPI: Jurnal Ilmu Perpustakaan dan Informasi will be screened for plagiarism using plagiarism detection tools (Turnitin ). JIPI: Jurnal Ilmu Perpustakaan dan Informasi will immediately reject papers leading to plagiarism or self-plagiarism.

Before submitting articles to reviewers, those are first checked for similarity/plagiarism tool, by a member of the editorial team. The papers submitted to JIPI must have a similarity level of less than 20%.

Plagiarism is the exposure of another person’s thoughts or words as though they were your own, without permission, credit, or acknowledgment, or because of failing to cite the sources properly. Plagiarism can take diverse forms, from literal copying to paraphrasing the work of another. In order to properly judge whether an author has plagiarized, we emphasize the following possible situations:

  • An author can literally copy another author’s work- by copying word by word, in whole or in part, without permission, acknowledge or citing the original source. This practice can be identified by comparing the original source and the manuscript/work who is suspected of plagiarism.
  • Substantial copying implies an author to reproduce a substantial part of another author, without permission, acknowledge, or citation. The substantial term can be understood both in terms of quality as quantity, is often used in the context of Intellectual property. Quality refers to the relative value of the copied text in proportion to the work as a whole.
  • Paraphrasing involves taking ideas, words, or phrases from a source and crafting them into new sentences within the writing. This practice becomes unethical when the author does not properly cite or does not acknowledge the original work/author. This form of plagiarism is the more difficult form to be identified.

This journal charges the following author fees.

Article Submission: 0 (IDR)
Authors are required to pay an Article Submission Fee as part of the submission process to contribute to review costs.

Fast-Track Review: 0 (IDR)
With the payment of this fee, the review, editorial decision, and author notification on this manuscript is guaranteed to take place within 4 weeks.

Article Publication: 0 (IDR)
If this paper is accepted for publication, you will be asked to pay an Article Publication Fee to cover publications costs.

Reviewers Guidelines

Presentation
Does the paper relate to a cohesive argument? Are the ideas clearly presented?
 
Writing
Does the title characterize the manuscript? Is the writing concise and easy to follow?
 
Length
What portions of the paper should be expanded? Removed? Condensed? Summarized? Combined?
 
Title
Does the title concise, omitting terms that are implicit and, where possible, be a statement of the main result or conclusion presented in the manuscript? Abbreviations should be avoided within the title.
 
Abstract
Does the abstract consist of 1) aim of the study; 2) method; 3) result or finding; 4) Significancy  and 5) conclusion?
 
Introduction
Clearly describing and respectively:
  • The background of the study;
  • State of the art, relevant research to justify the novelty of the manuscript;
  • Gap analysis, novelty statement;
  • Hypothesis or problem statement (optional);
  • Approach to resolve the problem; and
  • The aim of the study.
Theory

Method
  • The method is written clearly, so then other researchers can replicate the experiment or research with the same result;
  • Not only describe the definition of terms but also describe how to conduct the research;
  • Describe the location, participant, research instrument, and data analysis;
Result and discussion
  • The data presented has been processed (not raw data) into a table or figure and given a supportive description which easy to follow.
  • The result related to the original questions or objectives outlined in the Introduction section.
  • The author describes the result of the study consistent with what other investigators have reported or there any differences.
  • The author provides interpretation scientifically for each of the results or findings presented.
  • The author describes the implications of the research.
  • The author describes the limitations of the research or drawbacks to the method or position.
  • The author describes further needs/areas for research or expansion of ideas.
Conclusion
Consist of:
  • Answer the objectives of the research;
  • Implication or recommendation (optional);
  • Written in a paragraph, not in bullet/numbering
