STRATEGI BAITU AL-MÁL DALAM PENGELOLAAN ZAKAT MÁL UNTUK PEMBERDAYAAN MASYARAKAT MUSLIM DI KECAMATAN SEI BAMBAN

Abstract

Abstact: The purpose of this research is to find out how are the
strategy of Baitū al-māl the sub-regency Sei Bamban in
managing zakat, infaq, and shadaqah to collect and distribute
zakat fund, infaq, and shadaqah from muzakki for the moslem
civil by Islam law perspective. This research used the
qualitative method. This research was placed at the subregency
of Sei bamban. The technique for the data collecting
used the documentation, interview and observation. The
technique for data collecting used data reduction, data
available and conclusion. The source data used for using
primary source and secondary source. The research showed
the strategy are; a) the collecting and distribution of zakat,
infaq, and shadaqah from muzakki by baitu al-mál of the subregency
Sei Bamban in their case such as delivering brochure
and magazine about zakat is quite important, b) the collecting
and distribution of zakat, infaq, and shadaqah from muzakki
by baitu al-mál of sub-regency Sei Bamban did in the next up
by fulfilling eight asnáf in distribution of zakat. The Islamic law
noticed based on the zakat law number 23 year 2011, the
zakat was collected at the sub-regency Sei Bambang was the
zakat collected and distributed based on the balance principle,
peace and territorial as the Oelama’s view was obligated as
fardhu ‘ain because the collecting and the distribution of zakat
mál at baitu al-mál was done with providing the budgeting (the
wisdom loan). The system of loan at donation zakat for
mustahiq via skim with the method of donation was collected
from muzakki that was unitied and delivering for mustahiq in
entrepreneur financial loan. And the model of zakat
management via instrument mudhrabah was the system of
investment Islam syariah and distribution for productive. Skim
mudharabah the system shahibul mál providing 100 % and for
mudharib based the expert because the fund of zakat, infaq
and shadaqah were developed and quite important because
seen by Oelama as the sharp of qath’I ‘ain
